An inch of snow that fell between 6 p.m. and 11:30 p.m. on Jan. 20, 2016, crippled the entire region and left some drivers stranded for seven hours on major interstates. The News4 I-Team filed Freedom of Information Act requests the next day for emails sent among highway managers from Jan. 19 to Jan. 21.
